Muncar coastal area has the major fishery potential in Banyuwangi region which give supplies to the coastal area industrial needs. Badly, environmental quality in this region is below the standard, caused by the disposal of the industry’s liquid waste. The liquid waste are drawn to drainage and recollect by the society to regain it’s fish oil which still has economic values. The problem is getting complex with the diverse opinion of the stakeholders. Whereas, perception has an important meaning because major decisions in environment management system is influenced by the environment perception.

The objective in this research is to understand stakeholder’s environment management system and their perception of Muncar coastal area environment management system. To collect the data, this research uses in depth interview method and field observation.

Environment management system which consist of the environment management system by the industry, society and government still yet ineffective in managing the environment, based on its poor quality of environment. Stakeholders perception on the environment, industrial waste and environment management system are varied. This is basically influenced by interest, which later on continues to be clash of interest. There are a few things which make positive perception unable to realize an effective environment management system, which is economic and political interest of the stakeholders. There’s a gap between stakeholders environment management system with the harmonious form of the environment management.

Recommendation resulted from this research are there is an urgent need to: (a) build an environment management system tool and mechanism such as regulators and standards for the specific case waste management by the society and the industry in Muncar coastal area, (b) have alternatives effort in anticipating potential conflict, (c) improve education trough stakeholders innovative illumination programs, (d) strengthen local society association, and (e) improve monitoring and control mechanism which involved society and industry to self-monitored their own environment.Key Words: environmental management system, efectivity, perception, and environment management system gap.
